Rito
Silva was born and raised in Alice, Texas. He is a 1986 honor graduate
of Alice High School. After graduation, he attended Texas A&I
University and earned a Bachelor Degree in Business Administration with
a Major in Finance. During his years at Texas A&I he received
numerous awards. Most notably, John Ben Sheppard Leadership Award,
Leadership Award by the National Association of College Activities, Presidential
Ambassador of the year for 1989 and 1990 and Who's Who Among College Students.

In
1990, he was employed by Texas A&M University- Kingsville as an Academic
Advisor. By 1992 he was promoted to Assistant to the Dean of College/Coordinator
of University Success Courses. During his tenure at TAMUK, he was
honored as "The Star of Texas" and received national attention by winning
the Noel/Levitz National Award for excellence in retention and listed on
the National Honor Toll for Freshman Advocates. He traveled across
the country making various presentation at different conferences.
Silva earned a Master in Science with major in Guidance & Counseling
from TAMUK in 1994. After obtaining his Masters Degree Mr. Silva
went to work for Coastal Bend College (formerly Bee County College) Where
he is currently employed as a Counselor. |

Silva Jr. received the most votes in the 1997 Municipal Election.
thus, earning him the title of Major Pro-Temp for the 1997-1999 term.
His two commitments to the citizens of Alice is to 1) have local work for
people and not against the people 2) create a strong, diversified economic
base. the first commitment will be done by holding the City Manager
and Department Heads directly responsible for the actions of their workers.
This will done with an annual evaluation that emphasize on Customer Satisfaction.
The second commitment will be done by continuing to support the Oil/Energy
Field and the recent rise of the Health Field along with a commitment to
the infrastructure of our community to attract industries to our area.
Along with building the strongest infrastructure our city can afford, Silva
is committed to using aggressive marketing campaigns along the by-passes,
improving current attractions such as Lake Alice and the South Texas Museum
and coming up with new attractions to entice tourism and retail outlets
to our area. |
